EHNAC is comprised of an executive director and no less than nine (9) stakeholders and consumer representatives from private and public sector organizations. These industry sectors may include electronic health networks, payers, healthcare security organizations, providers, hospitals, physicians, consumer organizations, financial services and vendors.
Lee Barrett
EHNAC Executive Director
In addition to his position as executive director for EHNAC, Mr. Barrett is executive vice president, business development for the American Dental Association Business Enterprises Inc. (ADABEI), the for-profit, wholly owned subsidiary of the ADA. In his role, he oversees the identification, research, business planning, development and implementation of synergistic business opportunities for ADABEI.
He was formerly the vice president, EDI solutions for Ingenix Corp. (a United Health Group wholly owned subsidiary) and former CEO of Claredi Corporation, an e-Healthcare connectivity organization serving the healthcare industry prior to its being acquired by Ingenix. He speaks nationally on a variety of e-Health and industry topics and is on various committees and boards. He is actively involved in a number of industry coalitions promoting the use and implementation of both administrative and clinical transactions, including the development and proliferation of electronic health records (EHR).
In addition to executive leadership roles at Medical Banking Exchange and PricewaterhouseCoopers, Mr. Barrett has spent the past 20 years leading e-Health commerce efforts in various senior executive capacities at SAIC, Covansys, Aetna and Travelers. Mr. Barrett continues to work on key e-Health industry initiatives that lay the foundation for a national healthcare information system – which promises to reduce healthcare costs in the U.S.
Debra Hopkinson

Debra Hopkinson has more than fifteen years of healthcare, HIPAA and electronic commerce experience and nine years of clinical and teaching medical experiences. She has been very involved with healthcare industry development including co-chair of the Implementation Guide Task Group for American National Standards Institute (ANSI), Accredited Standards Committee (ASC) X12 where the HIPAA Implementation Guides are developed. Ms. Hopkinson is considered an authority on HIPAA privacy and standards legislation. She has a M.S. degree in nursing and is Board Certified by the American Board of Quality Assurance and Utilization Review. She is designated as a Health Insurance Associate by the Health Insurance Association of America.
Jay Eisenstock

Jay Eisenstock has more than 22 years of management and technology consulting experience along with significant health insurance industry knowledge. He is currently a business program senior manager at Aetna. In this capacity, he leads the department responsible for provider electronic transactions, vendor relationships, reporting and analytics. Mr. Eisenstock has a B.S. degree from Rochester Institute of Technology and an M.B.A. from the University of Massachusetts. He is a former WEDI director and currently chairs the CAQH CORE Testing Subgroup and co-chairs the CAQH CORE Joint Certification/Enforcement and Testing Subgroup. He is also a member of the Certification Commission for Healthcare Information Technology (CCHIT) Commercial Certification Process Advisory Work Group.
Greg Fisher

Greg Fisher is currently director of EDI strategy and business development at UnitedHealthcare. His current role involves planning EDI growth activities, managing EDI vendor contracting, and long-term planning for EDI standards and interoperability for UHC and its affiliated companies. Mr. Fisher has been involved in healthcare EDI for 24 years as a technician and as a subject matter expert at UnitedHealthcare and Travelers Insurance companies.
Mr. Fisher has been involved with WEDI and X12 for eight years, serving on committees for claims attachments and electronic remittances. He is a graduate of Dartmouth College.
Mark Gingrich

Mark Gingrich is the vice president of information technology for RxHub. He brings 23 years of experience across most aspects of information systems and technology to RxHub including 16 years in healthcare. Mr. Gingrich has held various management and technical positions with iMcKesson, Abaton.com, Inc., United Healthcare and Unisys.
Mr. Gingrich received his M.S. in computer and information science in artificial intelligence from the University of Pennsylvania, Philadelphia, and his B.S. in computer science with math minor from Virginia Tech, Blacksburg. Mr. Gingrich also serves on the advisory board of Intelligent Insites, and is the president of the Minnesota chapter of the Virginia Tech Alumni Association.
Nancy Grant

NACHA - Electronic Payments Association
Nancy E. Grant has nearly three decades of experience in banking, including research, industry representation, standards, strategic planning, writing and editing, and marketing and operations assignments. Currently, as senior director, research services, at NACHA – The Electronic Payments Association, she heads up the industry program to delve into industry statistics and practices surrounding electronic transactions, while providing findings to the ACH community as a basis for policies and rules.
Ms. Grant has a B.A. in chemistry from Newton College and an M.S. in science information from the Illinois Institute of Technology in addition to graduate work at DePaul University and the University of Connecticut. She earned her A.A.P. in 2000.
Lonnie Hardin

Lonnie W. Hardin is executive vice president of business operations for MedAvant (formerly ProxyMed). Mr. Hardin joined MedAvant in November 1997 in connection with its acquisition of US Health Data Interchange, Inc. (USHDI) after having been employed by USHDI since 1991. Mr. Hardin is an active member of the Healthcare Information and Management Systems Society (HIMSS) and the Workgroup for Electronic Data Interchange (WEDI). He received a B.B.A. in marketing from Texas Tech University.
Bart Killian

Utah Health Information Network
Bart “C.” Killian has been involved with IT in various industries including manufacturing, government and healthcare, for more than 30 years. He is currently the executive director of the Utah Health Information Network (UHIN), a non-profit coalition of health insurers, providers and others, brought together in an effort to reduce the cost of healthcare by reducing administrative costs. Mr. Killian leads UHIN in its efforts to create a standardized, statewide computer network for the transmission of healthcare data. He is an active member of the Workgroup for Electronic Data Interchange (WEDI).
Vince Marzula

PNC Bank, Healthcare Solutions
Vince Marzula is vice president and product group manager for healthcare strategy in the Treasury Management Division of PNC Bank. As the chief architect of PNC’s revenue cycle strategy, Mr. Marzula manages a professional staff of healthcare specialists responsible for developing and implementing PNC’s revenue cycle services, in addition to overseeing sales and operations activities for PNC’s healthcare services. His experience includes 12 years of product development experience in banking, as well as several years as a management consultant. Mr. Marzula served on the joint HIPAA task force formed by NACHA, the American Bankers’ Association (ABA) and Community Bankers’ Organization, and he is currently vice president of the Medical Banking Project. Other industry affiliations include the Health Financial Management Association (HFMA) and America’s Health Insurance Plans (AHIP).
James Mechan

James Mechanis senior vice president of HIPAA Services for Emdeon Business Services, focusing on HIPAA transactions and code sets. Prior to his current position, Mr. Mechan was senior vice president of EDI applications with responsibility for design and development of all of Emdeon’s (formerly WebMD Envoy) clearinghouse/switch application software. Before Mr. Mechan’s promotion to senior vice president, he served as vice president in several Emdeon business services departments including business operations; POS terminal manufacturing/deployment; and applications development in both the healthcare and financial services business lines. He has more than 20 years experience implementing EDI solutions, including 12 in healthcare.
James J. Moynihan, MBA, FHFMA, CTP, CHBME

U. S. Bank Healthcare Division
Jim Moynihan is a senior vice president in the US Bank healthcare division, responsible for transaction processing solutions for the healthcare industry. Mr. Moynihan has been active in healthcare ecommerce since 1989 and was an active participant in the X12 claims-related standards for many years. He was a founding member of the X12 835 workgroup and author of the first implementation guide to the 835.
He is a fellow in the Healthcare Financial Management Association (FHFMA), director of the Southern California chapter and recipient of the Follmer Bronze, Reeves Silver and Muncie Gold awards from the HFMA. In addition, he is a Certified Treasury Professional (CTP) of the Association of Finance Professionals and Certified Healthcare Billing and Management Executive (CHBME) of the Healthcare Billing and Management Association. Mr. Moynihan received his M.B.A. in finance from Rutgers University and his B.A. in history from Fairfield University.
Anthony J. Rizzi, MPA, CHP

Anthony Rizzi is compliance director, national EDI business operations for Kaiser Permanente Health Plan in Pasadena, Calif. He has overall national responsibility for the facilitation and implementation of electronic data interchange of healthcare administrative transactions, code sets and identifiers in compliance with HIPAA rules and regulations. He must also ensure compliance with state regulations. Mr. Rizzi has 42 years of experience working in the healthcare administrative environment, both in hospital administration and health plan claims processing environments.
Mr. Rizzi has been an active member of ASC X12 and WEDI for the last seventeen years and has served as co-chair of the ASC X12 Enrollment and Patient Information work groups. He holds a M.S. in public administration specializing in health policy, planning and administration from New York University, and is a Certified HIPAA professional. He has had published articles dealing with EDI subjects and has been a presenter and instructor at several industry meetings.
David Schinderle

Children’s Hospital of Orange County
David Schinderle is vice president finance of Children’s Hospital of Orange County located in Orange, California, responsible for finance, treasury, financial planning, managed care and all revenue cycle activities. Mr. Schinderle has been involved in the healthcare industry for 35 years in a variety of senior executive and consulting positions. He has been active in X12N since its formation and is a former co-chair of the 835 ERA work group. Over the last few years, he has been very active in the 277/275 work group focused on EDI Attachments.
Mr. Schinderle holds board positions on numerous company and professional organizations, has authored several articles, and is a frequent speaker concerning healthcare EDI, finance, managed care and treasury services. Mr. Schinderle holds an M.B.A. from Pepperdine University and a B.S. in industrial engineering from Bradley University.
David Sharp

Maryland Health Care Commission
David Sharp is the director of the Center for Health Information Technology at the Maryland Health Care Commission (MHCC). His responsibilities include promoting the adoption and optimal use of health information technology (HIT), and guiding the development of health information exchange (HIE) in Maryland. Dr. Sharp has been working to increase the use of electronic health records, e-prescribing and electronic patient information within local communities. He is also guiding the development of a statewide consumer centric exchange where patients control the flow of their electronic health information. Dr. Sharp is responsible for working with stakeholders to identify the risks, benefits and barriers of HIT and HIE, and to develop solutions to the barriers. By expanding the use of health IT in the state, he hopes to see improvement in healthcare quality, preventable medical errors, and a reduction in healthcare costs by delivering essential information at the time and place of care delivery.
His work involves leading initiatives aimed at developing sound policy related to privacy and security while ensuring that technology does not outpace policy. He is also responsible for promoting the adoption of electronic administrative health care transactions and certifying data exchange networks that operate in the state. Dr. Sharp has more than 20 years experience in healthcare, with the last 11 years at the MHCC. Previously, he worked for a national healthcare consulting firm, and has experience working for a healthcare insurer and a health system. Dr. Sharp holds an MLA and a Ph.D. in health administration.
Edward F. Shay, Esquire

Edward F. Shay is a partner in Post & Schell, PC, a law firm with a national health law practice based in Philadelphia. Mr. Shay practices law in the healthcare field with special emphasis on health informatics, managed care regulation, Medicare+Choices compliance and infrastructure issues for risk assuming entities. Mr. Shay has restricted his practice to healthcare representations since 1972 and is a member of the AHIMA, the American Health Lawyers Association, the American Bar Association Health Law Section, and the Philadelphia, Pennsylvania and American Bar Associations. He has lectured extensively on health law topics, including compliance with administrative simplification. Mr. Shay received his B.A. from Colgate University and his law degree from the George Washington University National Law Center.
Terry Tobias

Terry Tobias is the director of financial systems at Universal Health Services (UHS) in King of Prussia, Pa. UHS is one of the nation’s leading and respected healthcare management companies. He has more than 26 years experience in the healthcare field and has been at UHS for the last ten of those years. At UHS, Mr. Tobias is responsible for the implementation and ongoing support of all financial applications across the UHS enterprise of more than 20 acute care hospitals.
Mr. Tobias has a B.A. in accounting from St. John’s University in Queens, N.Y. and a M.S. in computer science from Pratt Institute in Brooklyn, N.Y. He is also a Certified Computer Professional (CCP) and is the author of several articles.
